Structure

MUSOL is based in Valencia (Spain) with delegations in Catalunya, Castilla La Mancha, Castilla y León, Extremadura, Madrid, Andalucía, Asturias, the Balearic Islands, and Galicia, all managed by hired staff and/or volunteers. Additionally, we are present in the countries where we operate through our partner organizations and/or with our own staff.

The governing body of the Foundation is the Board of Trustees, composed of the trustees listed in the “Board of Trustees” section. The Board performs its functions in accordance with the legal framework and the Foundation’s Statutes, serving as the highest decision-making body of the organization.

The decisions of the Board of Trustees are executed by an executive management team, which includes the executive director and the operational director (whose profile can be found in the “Technical Team” section), as well as a technical team organized into services and programs, as outlined in the organizational chart. This team consists of both employed staff and volunteers. The number of people working at MUSOL varies depending on the volume of ongoing projects, so we refer to the latest available annual audit in the “Accounts and Audits” section, which includes the most up-to-date staff information.

Technical team

The organizational chart of the MUSOL Foundation includes two directorates, one service, and seven programs. The programs align with the main action areas of the MUSOL Foundation established in the general strategic plan, and each program has a coordinator and a team of project officers..

President of MUSOL since its foundation in 1998, he does not receive compensation for his role as executive director. He is a civil servant with National Accreditation, in the Municipal Secretary (town clerk) Subscale, Senior Category. He has served as town clerk for several municipalities in the Valencian Community and has held positions appointed by the Generalitat Valenciana, including Director-General of Public Administration and Secretary-General of the Ministry of Environment.

He holds an honors degree in Science and Techniques of Interculturality, with a specialization in migration and development cooperation, from the University of Trieste (Italy, 2005). He specialized in non-profit organization management at ESADE Business School (Barcelona, 2007-2008) and holds a master's degree in quality management in the services sector from the University of Valencia, with a thesis on governance and total quality management, published in 2016 by COSITAL (Association of Local Government Town clerk, Treasurers, and Auditors in Spain). Since 2005, he has worked in international cooperation in various research, consultancy, and cooperation organizations in Latin America, Portugal, and Spain. He has managed projects funded by Portuguese cooperation, EuropeAid, Spanish cooperation, Interreg PocTep, Interreg Med/EuroMED, ERASMUS+, AMIF, among others. He was an associate professor at the Institute for Cooperation and Human Development at Camilo José Cela University (Madrid). He has published in the Journal of Local Studies (CUNAL) and is the author of the manual “Climate Change and Development: A Global Task” (first edition MUSOL, 2012; second edition MUSOL, 2014). He is also a co-author of other texts related to his main areas of expertise, local governance and climate change.

A professional with more than 20 years of experience in administrative management and accounting across various sectors. Her career includes positions of responsibility at companies such as Panavale, Movipater, Bronces Valero, and García BBM, SL, where she developed skills in accounting, public tender management, and optimization of administrative processes. She holds a degree in Economics and Business from the University of Valencia, and a Master's degree in Occupational Risk Prevention, as well as various courses in payroll management, accounting, and quality management systems. She is proficient in English and advanced in office software and various accounting management programs such as Contaplus and Facturaplus.

With more than 10 years of professional experience in research and development cooperation, Massimo is currently an administrative coordinator. He brings his experience as Program Coordinator in Senegal for MUSOL, managing projects funded by AECID and Spanish decentralized cooperation, as well as his previous experience in other NGOs like FADE and Jovesolides. He holds degrees in Social Sciences and International Relations from Università Roma Tre and a master's degree in Euro-Mediterranean Citizenship and Integration. As a researcher at InMIDE at the University of Valencia, Massimo participated in projects funded by the Ministry of Science and Innovation, conducting field studies and data analysis. He has also taught as a guest professor at the Universities of Murcia and Valencia and is co-author of numerous publications on migration and cooperation, particularly in monographs and book chapters on immigrant associations and development.

An architect and specialist in human development cooperation, Eva has strengthened her academic training with a Postgraduate degree in Cooperation for the Development of Informal Settlements (UPM) and a Master’s in Project Management for Development Cooperation (UPV). Her transition from architecture to international cooperation was driven by the desire to put people and their human rights at the center of projects. Before becoming program coordinator, she worked as a project technician at MUSOL, managing development cooperation projects funded by decentralized Spanish cooperation for over three years. Her experience is complemented by research-oriented internships in the Department of Rural and Agro-food Engineering at UPV, where she studied urban agriculture initiatives in Valencia. She has also worked as an architect at the Valencian association “SOSTRE architecture and cooperation” and was a founding partner of the cooperative Enpeu. She has taught various courses at UPV, including "Architecture and Cooperation: The Right to Habitation" and "The City I Live In: Perspectives from Ethno-Cultural Diversity." She has collaborated on projects for Architecture Without Borders in Valencia, participating in the identification of basic habitability issues (Valencia) and conducting participatory diagnoses (Petén, Guatemala).

With over 15 years of experience in international cooperation and development, Carmen has led programs in countries such as Senegal, Bolivia, and Guatemala, focusing on human rights, institutional strengthening, food sovereignty, and climate change. Her experience includes coordinating development education projects, humanitarian aid, and development cooperation, both at headquarters and in the field. Between 2013 and 2015, she coordinated an important project on malnutrition in Burkina Faso with Medicus Mundi Andalucía, funded by ECHO. From 2008 to 2013, she worked in Morocco as the communication and project technician for the An^Mar Network of FAMSI. She holds a degree in Translation and Interpretation with a Master's in Development and Cooperation from the University of Granada and has completed courses on climate action, human rights to water and sanitation, and gender mainstreaming. She is fluent in Spanish and French (C1 level), with intermediate English skills and basic knowledge of Moroccan Arabic.

A psychologist with a master's in Social and Community Intervention and specialized in Crisis Intervention. With 9 years of direct intervention in Latin American countries and over 5 years as a Project Technician in International Cooperation, she has expertise in the design, planning, management, and reporting of development projects. She is an expert in implementing programs aimed at improving quality of life, especially in the empowerment of women and gender equality, working with vulnerable populations at risk. She is committed to promoting equity, social justice, and sustainable development.

An architect with a Master’s in Architecture and Sustainable Habitat, a Master’s in Project and Process Management for Development from the Universitat Politècnica de València, and certified as PMP® with over 10 years of professional experience in project management in international and multidisciplinary contexts. She dedicates her efforts to activating change across various sectors to transition toward more just and environmentally respectful models, in collaboration with third sector entities and private companies through innovative projects co-financed with public funds (municipal, regional, state, and European).

A graduate in Education Sciences with a Master’s in Development Cooperation Project Management and a Master’s in European Fund Management. She has worked on awareness, Development Education, and Social Transformation Education projects. With experience in formal and non-formal education sectors, she has worked with diverse civil society groups. As the coordinator of MUSOL Educa, the awareness and development education area of MUSOL, she leads the team in both the headquarters and regional delegations.

Board of trustees

The governing body of the Foundation is the Board of Trustees, which carries out the functions assigned to it by the statutes, serving as the highest decision-making body of the Foundation. The Board of Trustees is responsible for fulfilling the foundation’s purposes and managing the assets and rights that make up the Foundation’s patrimony, preserving their value and effectiveness. Among other functions, it defines the strategic framework, the strategic plan, approves and monitors the annual plan and budget, reviews and approves the annual accounts and activity reports.

The election of board members is carried out by an absolute majority of the registered board. The members of the Board of Trustees are not affiliated with political parties, religious organizations, or any other entities that could compromise MUSOL’s independence.

All members of the Board of Trustees are volunteers and do not receive remuneration for their governance functions at the MUSOL Foundation.

Our Board operates according to a Code of Good Governance and a Protocol for Preventing Conflicts of Interest, Fraud, and Corruption.

Professor Raul Payri Marin (https://orcid.org/0000-0001-7428-5510) graduated as an industrial engineer in 1995. He completed his doctoral thesis in 1999, receiving one of the six awards for the 130 theses defended that year. He has been a professor since 1998 and a full professor at the Polytechnic University of Valencia (UPV) since 2009. Dr. Payri is currently the deputy director of the Department of Machines and Thermal Engines at UPV and the head of the injection group consisting of 30 engineers. Since 2010, he has led 26 projects with a total budget of 3.2 million euros. He has worked on over 150 research projects funded by companies such as Stellantis, Ford, General Motors, Renault, Fiat, BMW, General Electric, Daimler, Delphi, Jaguar Land Rover, Caterpillar, Cummins, and Toyota. He has published 144 articles in scientific journals and 80 presentations at international conferences. His h-index of 44 is the highest in the field of mechanical engineering in Spain (https://indice-h.webcindario.com/). He has supervised 14 doctoral theses and more than 70 undergraduate and master's theses. Dr. Payri is currently the editor-in-chief of the International Journal of Engine Research and a member of the editorial board of Atomization and Sprays. He was the president of the ILASS 2017 conference and is one of the three leaders of the Engine Combustion Network (ECN), holding monthly web meetings and a bi-annual seminar since 2012.

He currently serves as the Coordinator for the Arganzuela District at the Madrid City Council. He has also been the President and General Secretary of the Union of Territorial Directors of Europe (UDITE).

Since 1997, she has held the position of General Auditor for various municipalities and is currently the auditor for the Municipality of Burjassot and the Pactem Nord Consortium.

He is currently the Secretary of the Quart de Poblet Municipality (Valencia) and also serves as the secretary for the Aldaia Quart de Poblet Intermunicipal Consortium and the Quart Benáger Waste Community.

Teresa is a Visiting Professor at universities in France and Italy, specializing in administrative organization, urban planning, gender, and culture. She is also an expert in international cooperation for development and serves as the Executive Secretary of the Compostela Group of Universities (GCU) since 2017.

Statutes

The statutes regulate the structure and functioning of the foundation. They include the name, purposes, and objectives of the foundation, as well as its initial assets. They also establish the headquarters and scope of the foundation's activities. The statutes define the composition, powers, and functioning of the governing body (Board of Trustees), as well as the procedures for the election, renewal, and removal of its members. They include rules regarding administration and management, the powers of the executive bodies, and the responsibilities of the trustees. Additionally, the statutes regulate the economic and financial framework of the foundation. They include the rules for amending the statutes, merging, and dissolving the foundation, as well as the allocation of its assets in the event of dissolution. Advisory Committee

In order to advise the organization on issues that arise to ensure the effective achievement of its goals, the MUSOL Foundation has established an advisory committee composed of experts in international cooperation, municipalism, and public administration in general, as well as in the management of non-profit organizations.

This group, made up of volunteers, provides occasional advice on technical, administrative, and management issues that arise. They also serve as a think tank to exchange opinions on the course of action and to address new initiatives or correct those already underway, providing technical assistance to projects as needed.
